Process Safety Engineer

Job Description:
The Process Safety Engineer is responsible for leading and supporting process safety initiatives at Aradel Holdings Plc. This role ensures compliance with regulatory requirements, industry best practices, and company policies related to process safety management. The incumbent will drive continuous improvement in risk management, hazard identification, and mitigation strategies to enhance the safety and reliability of operations.

Key Responsibilities:

  • Process Safety Management (PSM) Program Development and Implementation
    • Develop, implement, and maintain comprehensive PSM programs including process safety information, operating procedures, mechanical integrity, and management of change in line with industry standards and regulatory requirements.
    • Ensure the effective integration of PSM elements into daily operations and long-term projects.
  • Risk Assessment and Hazard Analysis
    • Conduct and lead process hazard analyses (PHA), hazard and operability studies (HAZOP), and other risk assessment methodologies such as LOPA, SIL, FMEA, FERA, ERA, Bowtie Analysis, etc.
    • Identify potential process safety risks and develop mitigation strategies.
  • Incident Investigation
    • Lead investigations of process safety incidents and near misses to identify root causes and develop corrective actions.
    • Ensure timely and thorough documentation and reporting of incidents.
  • Safety Audits and Inspections
    • Conduct regular process safety audits and inspections to ensure compliance with PSM programs and identify areas for improvement.
    • Develop and track action plans to address audit findings.
  • Emergency Response Planning
    • Develop and maintain emergency response plans and procedures.
    • Coordinate and conduct emergency response drills and training exercises.
  • Compliance and Regulatory Affairs
    • Ensure compliance with local, national, and international safety regulations and standards.
    • Liaise with regulatory authorities and participate in regulatory inspections and audits.
  • Training and Competence Development
    • Develop and deliver process safety training programs for employees and contractors.
    • Ensure that personnel are competent in the process of safety procedures and practices.
  • Safety Culture Promotion
    • Promote a strong safety culture by leading by example and encouraging proactive safety behaviors.
    • Foster open communication and continuous improvement regarding process safety issues.
  • Process Safety Performance Monitoring
    • Develop and monitor key process safety performance indicators (KPIs).
    • Analyse process safety data and trends to identify areas for improvement and report findings to management.
  • Engineering Support
    • Provide process safety expertise and support to engineering and operations teams during design, construction, and operational phases.
    • Review process safety aspects of engineering designs and modifications.
    • Participate in the review of process design, equipment specifications, and operating procedures to ensure process safety requirements are met.
  • General Responsibilities
    • Support the implementation of performance tracking systems and KPIs to measure process safety effectiveness.
    • Maintain the process of safety work processes and associated policies and procedures.
    • Collaborate with operations, maintenance, and engineering teams to implement process safety improvements.
    • Participate in the identification of Safety Critical Elements (SCE), including those related to Process Safety using Bow-Ties.
    • Participate in the development of SCE Performance Standards (PS) and Verification Schemes.
    • Stay updated on technological advancements and industry best practices to enhance knowledge and identify opportunities for process safety improvements.
    • Assist in the development and execution of risk-based inspection (RBI) programs to optimize asset integrity and safety performance.
    • Provide support in maintaining and improving process hazard analysis (PHA) and Layer of Protection Analysis (LOPA) studies.
    • Contribute to the continuous improvement of emergency response planning and readiness for process safety-related incidents.
    • Perform any other duties assigned by the PSM

Accountability:

  • Ensure adherence to safety policies, standards, and regulations.
  • Drive continuous improvement initiatives in process safety performance.
  • Report and track process safety-related corrective actions to closure.
  • Maintain and update process safety documentation and risk assessment records.

Key Interfaces:

Internal: Operations, Maintenance, Engineering, HSE, Compliance, and Leadership Teams.
External: Regulatory Agencies, Industry Consultants, Certification Bodies, and Process Safety Auditors.

Key Performance Indicators (KPIs)

  • Reduction in process safety incidents and near misses.
  • Compliance rate with process safety regulations and internal policies.
  • Timeliness and effectiveness of incident investigations and corrective actions.
  • Participation and effectiveness of process safety training programs.
  • Results of process safety audits and inspections.

Education & Experience:

Education: Bachelor’s degree in chemical engineering, Process Engineering, Safety Engineering, or a related discipline.

Experience: Minimum of 10 years of experience in process safety management within the oil and gas industry. Strong knowledge of HAZOP, LOPA, SIL, Bowtie Analysis, and Risk-Based Process Safety (RBPS) methodologies. Familiarity with international process safety regulations (OSHA PSM, ISO 45001, API 754).

Professional Certifications: Certification in Process Safety (e.g., NEBOSH PSM, CCPS Certified Process Safety Professional, IChemE Process Safety Practitioner) is an advantage.

Required Knowledge, Skills, and Abilities:

  •  Strong understanding of process safety management systems and regulatory compliance.
  • Ability to conduct detailed risk assessments and safety audits.
  • Proficiency in incident investigation techniques and root cause analysis.
  • Excellent problem-solving and analytical skills.
  • Ability to develop and deliver effective training programs.
  • Strong communication and stakeholder engagement abilities.
  • Proficiency in safety management software, data analysis tools, and process simulation software.

Working Conditions:

  • The role is field base.
  • Exposure to industrial environments, including high-temperature and high-pressure equipment.
  • May require occasional travel to other facilities or project sites.
